Walter Penhaligon was the son of William Henry Penhaligon, the Cornish barber who founded the London perfume house bearing his name in 1870. Walter took over the family business in the early twentieth century and consolidated it under the name Penhaligon's in 1904.

His most enduring contribution to perfumery is Blenheim Bouquet, created in 1902 as a private commission for the ninth Duke of Marlborough — a citrus and pine composition built around eucalyptus, black pepper, and musk that became one of the longest-surviving bespoke perfumes in history, later favored by Winston Churchill.
